Mission Nirmal Bangla/ Swachh Bharat Mission

Background:Swachh Bharat Mission (Urban)/Mission Nirmal Bangla (Urban) is a five year Mission mode programme launched on 2nd October, 2014 with its tenure up to 2nd October, 2019.

Vision: To improve the quality of life especially for urban poor and dis-advantaged by way of proper arrangement of Sanitation and Solid Waste Management components.

Objective:

Open Defecation Free (ODF) cities with sanitary toilets in individual households.

Community toilet for inmates of Households without land for toilet construction.

Adequate public toilet facilities for floating population.

Integrated Solid Waste Management with segregation at source, 100% door to door collection, transportation with route rationalisation, treatment for production of Compost and Energy, Re-use of C&D waste and scientific disposal of other inert material. The ultimate vision is Waste Vat-less cities.

Generation of adequate public awareness aimed at sustainable behavioural change.

Building up capacities of State and ULB level functionaries associated with the implementation of the programme.

Components: 1. Construction of Individual Household Latrine (IHHL). 2. Construction of Community Toilet 3. Construction of Public Toilet. 4. Solid Waste Management. 5. IEC & Public Awareness. 6. Capacity Building and A&OE.

Fund sharing pattern:

1. IHHL: Per toilet cost Rs.10,990/- (Central Share: Rs.4000/-, State Share: Rs.3990/-, ULBs Share: Rs.2000/-, Beneficiary Share: Rs.1000/-)

2. Community Toilet Seat: Rs.98,000/- (average) per toilet seat (Central Share: 40% i.e maximum upto Rs.39,200/-, State Share: 60% i.e maximum upto Rs.58,800/-, if additional expenditure incurred then ULBs have to pay)

3. Public Toilet Seat: Rs.98,000/- (average) per toilet seat (Central Share: 40% i.e maximum upto Rs.39,200/-, State Share: 60% i.e maximum upto Rs.58,800/-, if additional expenditure incurred then ULBs have to pay)

4. Urinal Seat: Rs.32,000/- (average) per urinal seat (Central Share: 40% i.e maximum upto Rs.12,800/-, State Share: 60% i.e maximum upto Rs.19,200/-, if additional expenditure incurred then ULBs have to pay)

5. Solid Waste Management: Central Share 35% of the total project cost, State Share 45-50% and ULB Share 5-10%. (in case of ULBs having more than 10 lakh population i.e. Kolkata MC, Asansol MC and Howrah MC, ULB share is 10%)

6. IEC & Public Awareness: Central Share 75% and State Share 25%.

7. Capacity Building and A&OE: Central Share 75% and State Share 25%.
